THE EVENTS OF THE LAST WEEK (from April 8 to 15) Vaclav Havel in Parliament On Tuesday, the last session of Federal Assembly began. At the beginning, President Havel had a speech. He reminded the last two years in Czechoslovakia. We managed to make many succesful steps in this period, he said. The most important are the laws of privatization and transformation of agriculture, anti-inflation monetary politics, and ratification of the List of Human Rights. The last point opened the way for us to the association treaty with EEC. President Havel also reminded some international activities of Czechoslovakia. Our country became a member of the European Council, International Monetary Fund, and played an important part at activities of European Security and Cooperation Conference. President then talked of unsuccesful negotiations of Czech and Slovak parliaments about new attitudes of the two republics. "It is not true that nothing was done for fortifying of republics. Who sais that the centralism rose or that we are returning to unitarism, is just lying", President said. Mr. Havel himself is for staying in common state but "it is impossible to take the federation as a ruler that suits more to one than to the other. It is necessary to define it as a sphere of common care." President demanded the change of the system of elections (now it is comparative) . He would also invite more authority for president. At the end of his speech Mr. Havel announced his candidature for president for next period.(At the same day it was supported by 11 political parties and movements). The parliament session, which has on programme for instance laws of investing funds, system of taxes and ratification of czechoslovak-german treaty , will last till the end of April at least. Marian Calfa in the USA Czechoslovak Prime Minister Marian Calfa visited the United States last week. In Washington he met George Bush. Our Prime Minister then negotiated at Congres and at the US foreign departement. He explained the czechoslovak problems with the conversion of military industry to his partners. There were also many negotiations between our delegation and top representatives of businessmen of Philadelphia. Our unit in Yugoslavia The first part of Czechoslovak battalion of UNPROFOR (United Nations Protection Force) in Yugoslavia crossed the border between Austria and Slovenia on Sunday at 4 a.m. Now it is placed at Karlovac which is only three kilometres from the line armistice between Serbians and Croats. The journey passed without troubles. Churchill nor Jesus In case that some left wing parties win the election, the revival of socialism may be expected, just because it is in their programmes. This is what President_s spokesman Michael Zantovsky said at his regular Monday_s briefing. As for the present system of our presidental elections he remarked that even Winston Churchill combined with Jesus Christ could not succeed in it. For a question of Rude pravo (the left wing oriented newspaper), comparing our present economical situation with that of 30_s, M. Zantovsky answered: "Yes, it is even more significant. Then, there was no principal change of the economical system." Algerian gang arrested On Thursday, April 9, the Federal police arranged an action against the Algerian smugglars_gang. The gang used to smuggle hash that was then distributed at Wenceslass square in Prague. The action at Prague airport and at some other places lead to the arresting of 18 members of the gang, including their boss. However, there was not found even a gram of the drug. According to police officials, the private radio station Radio VOX is partly responsible for this. It broadcast the information of the action while it was still passing. Meeting of the Prime Minister of Czech Republic Mr. Petr Pithart, the Prime Minister of Czech Republic and the Deputy Chairman of the Civic Movement (OH) was invited to a public meeting in Prague on Tuesday, April 14th. He refused the proclamations labeling the Civic Movement as a left-wing party. "We are the liberal party at the centre of _SFR political spectrum. The elections of June 1990 are generally marked as a plebiscit about communism : yes or no. Mr. Pithart warns that upcoming election could change into a plebiscit again in two ways : at first, if we yield to national emotions and elect above all against the Czechs or against the Slovaks, at second, if we hold there are only left- and right-wing and there is only one truth. "The former Civic Forum, which was divided early after winning run for 1990's election, will reunite to a post-election cooperation," forecast the Czech Prime Minister. He cautioned that new government would need the two-thirds support in Federal Assembly for constitutional changes.
