LAST WEEKS'S EVENTS (22.-29.January) CSFR Recognizes 9 Republics of the Union of Independent States The Czechoslovak Government recognized the independence of Armenia, Azerbaijan, Georgia, Kazakhstan, Kirgizia, Moldova, Tadjikistan, Turkmenia and Uzbekistan on Thursday, January 23rd. For the time being, the embassy duties will be carried out by the Czechoslovak Embassy in Moscow. The government asked the Minister of Foreign Affairs, Jiri Dientsbier, to open negotiations concerning the estabilishment of diplomatic ties. New Minister of Justice Jiri Novak, LlD became the new Minister of Justice of the Czech Republic on Friday, January 24th. We have informed our readers of Leon Richter's resignation from the post in our first issue released shortly after New Year. The new minister is 42, a member of Klaus'Civic Democratic Party (ODS) and a deputy of the Czech National Council. The Federal Assembly Discusses the Czechoslovak - German Treaty "On behalf of the Federal Government, I declare with full responsibility that the government is not willing to accept any demand questioning the state borders of our republic, its teritory, or its property which is owned by the citizens of the Sudeten", said the deputy chairman of the Federal Government, Pavel Rychetsky, in Parliament on January 24th, when answering he deputies' inquiries. Last year the deputies Jansta (independent) and F. Dostal (social democrat) presented a formal question to prime minister Calfa, referring to two possible ways of interpreting the terms "expulsion" and "border" in the text of the Czechoslovak - German treaty. Representatives of CSCE in Prague The Comittee of Representatives of States of the Conference on Security and Cooperation in Europe (CSCE) have been meeting in Prague since Monday, January 27th. The comittee is to prepare the second session of the Board of Ministers of CSCE which will be held in Prague later this week and chaired by the Czech Minister of Foreign Affairs, Jiri Dientsbier. Among the hottest issues on the agenda will be the applications of the countries of the former Soviet Union and Yugoslavia for full-fledged participation. The problem of the republics of the Union of the Independent States lying outside European territory but interested in joining CSCE will also be discussed. Parliament Didn't Pass Even the Last Bills Proposed by President Havel That's the Headline of an article published in Lidove noviny on Wednesday, January 29th, about the debate in the Federal Assembly. The Federal Assembly didn't pass the bills submited by V.Havel concerning presidential powers, but decided to accept instead the deputies' proposal of the amendment as the base of the debate about the election law. The President's bill proposes that, in case that Parliment is disbanded, the President has the right to issue decrees, which would later have to be approved by the newly elected Parliament. The President's election bill was a combination of the majority and proportional systems while the deputies' proposal of the amendment is based on the proportional system. Last week informed you of Parliament rejecting the first two presidential proposals (the bill on referendum and the amendment to the law on Czechoslovak Federation in which the Federal Constitution first needs to be atified by National Councils). Vaclav Havel commented on the failed proposal in his regular Sunday radio programme Talks from Lany on January 26th. He said he viewed it neither as a conflict between the Parliament nor as his personal defeat. V. Havel withdrew his proposal for the new structure of the Parliament from the agenda of the 20th joint session of the Federal Assembly on Wednesday, January 22nd. SCHOOL SERVICES Rector Club Meeting The rectors of Czech universities recommended that both national Ministers of Education become members of the consortium TRACE. According to Friday's issue of Cesky denik (January 24th) our membership in the consortium would create the conditions to make the Czechoslovak educational systems compatible with the world's systems, and would also enable the migration of teachers and students between various schools. Language Classes for Foreign Students The Institute of Language and Expert Preparation, affiliated with Charles University, has been engaged in teaching Czech as a foreign language for 30 years. The Institute offers Czech language classes for foreign students preparing to study at Czechoslovak universities: both general communication classes for the essential language needed to live in Czechoslovakia and classes for specific purposes - such as technical terminology in various fields, gramatical and lixical structure of specialized texts, etc. Those interested in the classes or individual instruction can get further information from the Institute of Language and Expert Preparation (UJOP), Jindrisska 29, 110 00 Praha 1, Telephone 26 80 20, 22 31 19, fax 26 65 35. Faculty of Social Sciences for Teaching the Blind A centre for visually-impaired students will be estabilished at the Faculty of Social Sciences, Charles University, in Prague, at the begenning of the new academic year, 1992/93. According to information available to the representatives of the Faculty and the Czech Union of the Visually-Impaired, the centre will be equiped with two computers fitted with braille panels, one magnifying computer, two digital notebooks for the blind, one braille printer and other equipment produced by the cooperative Spectra. The facilities will be at the disposal of all the blind students of the University as well as serving the Czech Union of the Visually-Impaired. Courses designed to make modern technology available to the blind are also being planned. Application information for the University was published in the last edition of Caroline. The deadline of February 29th holds also for the visually-impaired applicants interested in all the branches of the Faculty of Social Sciences (economy, political science, sociology, journalism). CULTURAL SERVICE A Week of Czech and Slovak Theatre The Czechoslovak Theatre Festival began in Bratislava on Monday, January 27th. The following Prague theatres were introduced to the Slovak audience : Cinoherni klub (Drama Club), Studio Ypsilon, Divadlo Na zabradli (Theatre on the Balustrade), and Labyrinth and the theatre Drak from Hradec Kralove.
